Tom Power '73

Tom Power '73 is the founder of tech and telecom consulting firm Big Star LLC, which he formed in 2025 after serving for almost 10 years as Senior Vice President and General Counsel of CTIA, the trade association representing the wireless industry.

Before joining CTIA, Tom served in a variety of public and private sector roles, including as the U.S. Deputy Chief Technology Officer at the White House Office of Science and Technology Policy; Chief of Staff of the National Telecommunications and Information Administration at the U.S. Department of Commerce; General Counsel of Fiberlink Communications; Senior Legal Adviser to Federal Communications Commission Chairman William Kennard; and as a partner at the law firm of Winston & Strawn.

Tom serves on the board of the Telecommunications Policy Research Conference and on the SpectrumX External Advisory Board. He is a former board member of the Federal Communications Bar Association and former co-chair of the FCBA Foundation. He received his undergraduate and law degrees from the University of Virginia.

Tom's deep connection to Highland spans decades, beginning as a 1973 alumnus of the 8th grade. His family's ties to the community run just as deep; his mother, Ann Power, served as Highland's longtime librarian, shaping the lives of generations of students.
